Things left to do before 4.2

Just finished rolling in submitted patches to CVS.  I think we've
solved the variable/keyword substitution problems we were having.
There are a couple more patches that need to be applied, tested, and
committed (and tested).

I plan on starting to provide pretest tarballs on alpha.gnu.org, the
first being version 4.1.999.  The next will be 4.1.9990, as per
recommendations at:

	http://www.gnu.org/prep/maintain/maintain.html#Test-Releases.

We still have some work to do, but much of it is simply cleanup.  Here
is the TODO list so far.  The PR's listed here are those that have
been closed since the last release, and those that still need
attention (at the bottom).  Please feel free to help out if you have a
chance.
