help : Add a default tag to a newly created Issue

Hi,
 
Currently i'm facing a problem. I am unable to perform a search to find
out which issues have not been tagged. The Tags: under the search is
unable to accept null values. IS there any workaround whereby I can add
a default tag to a newly created Issue so that I will be easier for me
to find the untagged issues. Thank you
