Notify all devs of new bugs?

I have a question about a the $g_notify_flags var.

I see in the config that I can set:
  $g_notify_flags['new']['threshold_min'] = DEVELOPER;
  $g_notify_flags['new']['threshold_max'] = DEVELOPER;

To notify all devs of a new bug.

My question is will this send an email to ALL developers or just the
developers in the _project_?
