Custom Fields

Hi there, 

Can anyone tell how far the support for custom fields goes in terms of extracting values from a another source is? People here want to be able to interrogate a DB or maybe a CSV for values? Also have them filtered at the project level?

I would love to be able to set up a high level field and then have 'managers' of each area set their values for the drop-downs. Anything like this possible?
