It's technically dependent on your configuration, but I'd suggest trying 
it as just a viewer at first, and see if setting it's notification prefs 
alone is enough.  If not, you may need to either increase the access 
level, or assign the user to the project, or experiment with setting 
$g_notify_flags in your config_inc.php
