If you're running the RC of 1.2, you could potentially add this sort of 
feature/behavior using the plugin system.  Your plugin could hook the view pages 
to add a form for inputting email addresses, add a page to process that form, 
and hook the bug-updated event to send a notification if the issue is closed.
