MantisBT 1.3.0-dev - Is it me?

Guys, I am trying to have a look at the latest DEV version of mantis to see what it includes interms of time management and/or SLA's but I cant see it on the download list, nor does the changelog work? http://www.mantisbt.org/download.php takes you to http://sourceforge.net/projects/mantisbt/files/mantis-development/ for development version but the highest version number list is '1.2.0rc2' for mantis-development... isn't this the stable version?!
