Workaround for PHP request 49656

I need to use names like alex@matriz but they get rejected by phpmailer. The
"ValidateAddress" function in *library/phpmailer/class.phpmailer.php*
uses *filter_var($address,
FILTER_VALIDATE_EMAIL)* which fails with local network addresses.
