Just define your own custom access levels including a "super
administrator" level. The user documentation should explain how to do
this. Then you just raise the level for $g_delete_project_threshold to
the "super administrator" level.

Note that this approach wouldn't (and isn't designed to) protect against
malicious or determined administrators.

As John said before, backups are essential.
