It's basically the URL that you would use to checkout a working copy from the SVN server. Eg, if you are using apache+webdav to host your repositories, it might be similar to "http://SVN.IP.ADRESS.2/repos/something"; if you're using svnserve, it might instead be "svn://SVN.IP.ADRESS.2/something".
