I am not sure what the purpose of the custom field would be. Do
 you need to keep a permanent record of the related bug id in
 addition to the relationship record?

If not, then maybe you want to look at the 'clone issue'
 functionality (in bug_report_page.php), you might be able to
 achieve what you need with minimal tweaking.

Otherwise, a plugin sounds like a better approach than a custom field.
