lead me to believe that you're using the Debian package for Mantis, as
- we don't have a config_local.php file (it is normally called
config_inc.php) and
- we don't store files in /etc/mantis (they are normally kept in
MantisBT's root directory).

I unfortunately don't have time to go into details of what might be
going wrong with the Debian package. Please consider that (to my
knowledge) it's currently not maintained/supported anymore, and that it
will therefore probably be removed from Debian in the future.

I'd recommend you download and manually install the latest version from
http://www.mantisbt.org/download.php and see if that resolves your
problem. The process is quite straightforward and probably less of a
hassle than trying to figure out what's wrong with the package.
