graphs are not working when upgrade from 1.2.17 to 1.2.18

We are running Mantis 1.2.17. I am doing a test upgrade to 1.2.18. Everything seems fine except for the summary reports which are unable to read fonts. I remember seeing items on this that I thought were resolved. Could I have forgotten to copy something in my environment, or do I need to do more than just run the install.php to upgrade?
