Workflow improvement with released issues

Hi, I would like to improve the workflow of our mantis installation
regarding the released issues.
I which that:
- A reporter can only target on future versions (VERSION_FUTURE)
- An contributor can only reopen an issue which is not released yet.

Are you already aware of a current Mantis ticket in your roadmap for a
future mantisbt update, or an existing plugin doing that ?

I quickly checked in the report_bug_page.php but it seems that there is no
event allowing us to create a plugin for that in the v1.2.18 of mantis (the
list of target versions is filled with the default:
print_version_option_list(), without parameters )
Also in the "Manage Configuration" section, there is no option to specify
"Allow to re-open released issues".
All that makes me think that a modification of distributed src files of
mantis is necessary.
