This release fixes two regressions in 4.2.5rc1, from 4.2.4:
* Rights on queue-specific custom fields in initialdata files failed to
be granted appropriately.
* IP address and IP address range custom fields allowed duplicate
values, and recorded updates even when no changes were submitted.
It also updates the Lithuanian localization.
