rt could not create user from command line

I figured I'd just script the rt command line tool to run against a CSV file, but when I try even a single user from the command line, I get the following output $ rt create -t user set Name="Joe Blow" [email protected] \ Organization="Example Organization Password="asdhjrewkj" Comments=" " rt: # Could not create user. # Could not create user. Any idea what I'm doing wrong?
