If we do a 1.6.1 release, surely we want those changes listed in 
CHANGES.txt for it.  (Then there would be the question of whether we want 
the 1.6.1 section of CHANGES.txt also to appear in CHANGES.txt for 2.0.0 
or 1.7.0 or whatever the next release from trunk is, if 1.6.1 comes out 
before that release, and for the corresponding changes then not to appear 
in the CHANGES.txt section for 2.0.0 or 1.7.0, as that would reflect the 
sequence of releases as seen by users.)
