For release should .po files be updated along with roundup.pot?

Apparently I didn't generate the transation files properly on the
1.6.0 release: https://issues.roundup-tracker.org/issue2551007

I updated roundup.pot as specified in the RELEASE.txt document and
checked it into the repo.  But from the issue above it sounds like I
should also update all the .po files and check them in as well. Is
this correct?

Or should the translators (does anybody know who they are??) merge the
.pot into the .po for their language and commit the .po?

I am hoping to release 1.6.1 a week from Saturday.
