I don't fully understand your schema:
- The requestItem has a link to a Class named 'city'?
- The requestItem has a link to a Class named 'office'?
Then you can search for requestItem via the standard search form, no
need for a reverse multilink. But I may not understand this correctly.

Depending on how many items are in city and office you can either make a
'menu' in the requestItem item-template or a 'field' with a 'classhelp'
link on the right side.
