[issue2551226] Add ugc relations to links.

Add the relation ugc to user generated links. We already use the

   nofollow noopener

relations. nofollow doesn't reduce the value of putting spam links
as much as it used to. So add:

  ugc

relations to links where we use the other two relations on embedded URL's.
