[issue2551230] Move your queries so it is always available if there is a query.

New submission from John Rouillard:

I added a "starter tickets" query for the anonymous user, so people looking at roundup
can see what starter tickets are available.

However the your queries panel is not available in page.html.
Apparently it only shows up if you are logged in.

Add a "Available queries" panel that is displayed only for the anonymous user.
Should be similar in structure to the existing 'Your Queries' panel.
Put it below the "show issue" search box in the nav panel.
