[issue2551290] pip install roundup Hangs on Windows 10

New submission from Eph:

I tried to follow the instructions to install roundup in a virtual environment. When I got to 
`pip install roundup` it downloaded fine and then just hung (waited 15 minutes just in case). 
This was on Windows 10 with Python 3.7 and pip version 23.2.1.
