[issue2551297] xml output via .xml extension doesn't work for /rest/ or /rest/data

Using the header: Accept: application/xml does permit xml to be returned from the non-item
endpoints. So not a big deal. The 404 returned for

/rest/.xml or /rest.xml /rest/data.xml is a bit disconcerting though.
