[issue2551317] Support examples in multiple templating languages for Roundup docs

In issue2551308 I mentioned having examples for both TAL based and Jinja2 based
customization to trackers.

I have committed support for sphinx-tabs and an basic trial of one example to customising.txt.

Also documented how to create an environment to build documentation in developers.txt.
