Problems building gpg support on ubuntu 24.04 (Bern et al.)

Hi all:

We are using the gpg package (version 1.10 which is quite old -
released 2018 by Bern) to enable PGP signed emails in Roundup.

Our GitHub CI will be changing from ubuntu 22.04 to 24.04 and building
gpg no longer works. It errors with a missing gpgme-config file.

My guess is the gpg python package may need to be updated to detemine
it's build params in a different way.

Because I am using a non-system install of python for testing, I can't
just apt-get python-gpg. This would install the gpg files in the wrong
python tree/environment.

I will disable gpg build/test in CI for the 24.04 and will ticket in
the tracker.

Anybody have ideas here?
