[issue2551422] Replace jquery 1.x in jinja2 template

New submission from John Rouillard:

jquery 1.x has some known issues. I think they are fixed in the latest 3.x releases.


Steps to replace:

1) identify where jquery is used in jinja2 template

2) read/follow https://blog.jquery.com/2024/04/17/upgrading-jquery-working-towards-a-healthy-
web/

3) replace jquery with newest 3.x and change reference in html/layout/page.html

4) test jquery functionalty and change template to make things continue to work

5) update upgrading docs so other using jinja2 template can merge changes into their trackers

6) commit changeset.
