[issue2551423] Remove jquery from devel and responsive templates

New submission from John Rouillard:

The devel and responsive templat use jquery only in query.js which is included
from the classhelper user.help.html.

I think all of the jquery code can be rewritten as vanilla javascript these days.

This will reduce the burden of keeping up with jquery releases.

Steps:

   1) rewrite query.js to vanilla jquery and manual test
   2) update upgrading.txt with directions on changes to make to use new query.js.
   3) commit
