I would suggest that you add these print/debug lines as suggested by 
Bernard.

print repr(db.config)
print repr(db.config.ADMIN_EMAIL)
print repr(address)
print repr(message.getvalue())

Then run it and provide the output you get and your current version of 
the script you are using.
