In that case you should check your SMTP settings in config.ini again. You may want to give us more details for diagnosing the problem. If you want to have emails for each change to an issue you can look at the recipe http://www.roundup-tracker.org/cgi-bin/moin.cgi/NosyMessagesAllTheTime or you may want to code an auditor that requires a message for certain changes to an issue.
