restore without export/import

I had to move to a new computer - however I was not able to do the steps in:
http://www.roundup-tracker.org/docs/admin_guide.html#moving-a-tracker

However I still have the:
tracker home folder
and the
postgres database

Is there a way to hook these up to work - or are you pretty much out of
luck without doing the export/import?


When just trying to hook them up I get the error:
ProgrammingError: relation "schema" already exists    Python 2.7.5


So yes, the question is:
      Outside of the export/import is there a way to marry the tracker home
folder and the postgres database back together?
