'premature end of script headers' error

I need some guidance for a 'premature end of script headers' error.

I've ported one of our trackers to a new host which uses postgres as the database. I am able to do the following:

  * see the initial list of issues (issue.index.html)
  * search for an issue (issue.search.html)
  * see the details of an issue (issue.item.html)

When I try add a msg to an issue apache complains with this:

I've turned on DEBUG in the systems tracker's config.ini file
[logging]
...
level = DEBUG

When I try to add a msg to issue 129, the log shows the expected SELECT statements and 2 INSERT statements, one for _msg and one for msg__journal. The tables were not modified.

If I try to use the set command with roundup-admin it works fine - the database is updated and when I look at the change in the browser it is there too.

The 'uname -a' command shows this:
Linux tracker 2.6.32-358.6.2.el6.x86_64 #1 SMP Tue May 14 15:48:21 EDT 2013 x86_64 x86_64 x86_64 GNU/Linux

What I'm looking for is how to determine what the actual error is. If it involves modifying the roundup code that is OK since it is a test machine.
