I suggest removing the "Remove" buttons completely.

Rationale:

1. People accidentally click on it. Ideally they notice it and ask
   an admin to restore the link, but more often the link is just
   lost.

2. People click on it to delete things they do not want to have
   available in the bug tracker, e.g. personal information or spam.
   But the "Remove" button only removes the link, not the message and
   the issue's history even contains a convenient link to the message
   the user believies to have removed.

   This gives a false sense of security!

   The personal information is still easily accessible and indexed by
   search engines. The spam is still there and since much of todays
   spam in roundup installations is caused by bots entering links to
   other sites to improve search engine rating, the spam is still
   doing harm.

3. In my more than 11 years of hosting roundup I saw very few cases
   where using this was appropriate (e.g. to fix double-sending of a
   message). I would say in at least 99 out of 100 cases people
   wanted to get rid of the message (or file) completely due to the
   reasons specified in #2. Therefore we already removed this, I
   never heard a complaint, only encouragement, about the removal.

4. This gets rid of the many small <form>s in each page and
   therefore allows some modification, like having the "Add Message"
   box below the messages.
