You can also retire issues via the xmlrpc interface. If you want to create a 'retire' link in a web-form you should follow the instructions under the heading 'Fix the "remove" button in issue files and messages lists' in doc/upgrading (this is in the section "Migrating from 1.4.x to 1.4.9"). It boils down to adding 'method="POST"' to the web-form.
