Broken "show unassigned" link?

I have some problem with the Show Unassigned link (in page.html) If I am logged in the link correctly takes me to the index page showing only unassigned issues. However, if I am not logged in (role is Anonymous) clicking the link brings me to index page showing *all* open issues. This same behavior appears in the stock out-of the-box "devel" template distributed with Roundup. Giving Anonymous "view" privilege to "user" seems to fix the problem. Is this a known/expected behavior? Is there a fix?
