I am making progress... I think I needed to restart the web interface to have the error go away. In my case I changed the wsgi config file to point to the non-upgraded version of my tracker. And then I changed it back to the upgraded version. The web interface is working now. I think I could have accomplished the restarting of the web interface by restarting Apache as an alternative method. I am also figuring out what is happening with the emails. I had neglected to configure roundup-mailgw to run on the new server and it was still running on the old server. This resulted in my issues being created in the old server. I should be well on my way now.
