Should roundup export be importable by any new roundup import?

Hi everybody:

On IRC I have a user who tried to import a roundup 1.4 export with
roundup 2.0.0 import. It failed, something about 804L not being
valid.

I stated that an export is intended to be imported only by the same
software release. That's the reason export is not intended for use as
a backup:

However I can't find it stated anywhere that imports and exports are
only supposed to work using the same software release. I have been
making this (incorrect??) claim for a while:

For the 1.6.x to 2.0.0 upgrade on mysql you do have to export with
1.6.x and import with 2.0.0 but this is an anomaly AFAICT.

So am I just full of it and import/export is supposed to be software
version agnostic?
