New version of Docker files for roundup and docker-compose for mysql.

Hi all:

I just pushed a new version of the docker config files. The workflow
needs tuning, but I think all the steps are documented properly in
installation.txt.

Also Norbert Schlemmer donated a docker-compose configuration to spin
up roundup and a mysql instance. Directions for docker-compose are at
the top of the file in scripts/Docker/docker.compose.yml.

Anybody want to do some QA and see how badly I mangled directions,
docker best practices and norms, and Norbert's work?
