roundup-server gives permission denied error?

I am setting up my first tracker.  Host is a VM running Lubuntu 18.04

I plan to have user "roundup" administer the trackers on this VM.
This user is a member of groups roundup,sudo,adm

User roundup created the tracker in /local/data/roundup/as2. The user owns the as2 directory and subdirs.
The db2 subdirectory has been chmod'ed.

When I attempt to start the tracker using this command:

roundup-server -p 80 -n 0.0.0.0 as2=/local/data/roundup/as2

I get [Errno 13] Permission denied

I don't see errors in /var/log/syslog or /var/log/auth.log

Where should I look to find what needs fixing?
