Removing support for StructuredText (not reStructuredText)

Hello all:

I was working in the templating code today and in testing I noticed
that I don't have StructuredText installed. So I wasn't testing with it.

I would like to remove the use of StructuredText (but not
reStructuredText) from the code base.

If there are no objections, it's gone in about a year in 2.4.0.
