Docker experimental multi-arch image build (arm64, i386, amd64)

Hi all:

For those docker aficionados, I just built a multi-architecture docker
image. It supports i386, amd64, and arm64.

I am especially interested in how the arm64 image works or doesn't
work. I only have a couple of old, small rasp-pi's so I can't really
test the image.

You can get it with:

   docker pull rounduptracker/roundup-development:multi

and run a demo as documented in the installation doc:

It is running version 91fad2d2c4b3 from the development tip.
