Docker images for 2.4.0 are available

Hello all:

Roundup 2.4.0 x86_64 docker images are up and tested. Use:

   docker pull rounduptracker/roundup:latest

to track the latest release (it used to point to 2.3.0 and will point
to the newest release).

   docker pull rounduptracker/roundup:2.4.0

to point to newest 2.4.0 release.

   docker pull rounduptracker/roundup:2.4.0-1

to point to exactly this release every time.

Also for those on other architectures:

   docker pull rounduptracker/roundup-development:multi

is currently 2.4.0-1 for:

  x86,
  x86_64,
  arm v7,
  arm64

I currently have the arm64 version running in kubernetes (k3s) on an
odroid-C4.

Also to those people who update other pages that advertise Roundup
(e.g. German/French Wikipedia), please update them for 2.4.0.
