There are many ways to deal with this problem.  See
     http://www.staticfreesoft.com/jmanual/mchap01-04.html

 From a command line, type:
     java -jar electric-8.03.jar
or:
     java -classpath electric-8.03.jar com.sun.electric.Launcher

You can also try adding "." to your CLASSPATH variable.
