In the Horton paper's scenario:

Fine grain entities have short lifetimes. In the extreme, if Carol holds
ephemeral object B responsible for a misbehavior, Carol may not have heard
of B before, and this might be the only interaction Carol ever has with B
itself, so Carol deciding not to trust B again has no impact. As Carol
coarsens her view to alleged responsible identity Bob, this can be helpful
if Bob is coarse grain enough that Carol expects to have repeated
interactions with Bob. Of course, even Bob may be a figment of Alice's
imagination, that is to say, a pseudonymous identity created by Alice to
evade responsibility for the misbehaviors she does as Bob. So until Carol
has knowledge that Bob is independent of Alice, Carol must further coarsen
responsibility -- must hold Alice responsible for Bob's misbehaviors.
