We ran into this problem with SCoopFS when one of our users asked us how to turn on security.  All we could think of was to change the splash screen to say "Enabling Secure Interactions."  I don't know how much that helped.  Maybe we should have just popped up some security dialog boxes at random times.  They wouldn't have to do anything, just annoy the user into feeling secure.  They might also serve to distract attackers.
