For the first release of Sandstorm, the answer is No, you cannot do ScoopFS. The services contained inside Sandstorm do not have enough control over their urls to be able to create peer to peer webkeys. Kenton and I discussed this explicitly for about 3 seconds. He is aware there's an issue, but he considers it a very low priority.
