Caja was an attempt at a big part of that.  Caja works very well as a
way of allowing people to write plugins for a custom platform with a
small API.  The problem was that Google Sites didn't distinguish
itself enough from a simple hosting provider, so the API people were
expecting was the entire DOM.  When they didn't get that, they were
(justifiably) frustrated.
