The plan was to branch 1.3 as soon as we will add new groundbreaking features, so that it's worth to make a branch. That didn't happen until today, so no 1.3 release. Releasing is not an ejoyable and timeconsuming task. You can't just say, hey, this is 1.3 now, be happy :) In an ideal world, you have to make a Release Canditate, test it, then try to fix the most annoying bugs and then package it all up, write release announcements and hopefully release it. And as we are really busy currently at Bitflux, I don't know, when we actually will release it. If someone wants to take over the part of the release manager, you're more than welcome to do that.
