How do you save your "special characters". I can't reproduce your
problem (with the standard installation, but it doesn't really matter).
Neither when I use an ä via siteoptions, nor when I add it via
config.xml.. Nor when I write &#228; instead of "ä" in config.xml (no
difference anyway from the XML POV)

And what does tmp/config.inc.post say for $bx_config->sitedescription ?

If we can clear that up, maybe we can also solve the other issues...

And yes, we're pretty busy right now :)
