Gassi made something like that lately, I bug him about the code. It's
nothing fancy, but should do the trick for you. But you currently can't
just use the simple-perm-thing for the files directory. All the stuff
from the files directory is served without PHP and Flux CMS for
performance reasons.

If you use simpleperm, and don't give them the GID-bit 1, then they
can't login into the admin-part. But yes, you have to enter them in the
admin interface
