streams in popoon are basically just PHP streams, see

you have to register a stream-scheme. Either with
bx_global::streams_register("streamname"), which registers the stream
bx_streams_streamname or via config.xml as
<streams>
<stream>portlet</stream>
</streams>

There's nothign SAX based in Popoon. And yes, they are character-based.
As said above, they are "native" PHP streams, nothing more fancy than that.
